On December 1, 2021, the Chinese National Medical Products Administration (NMPA) issued a new mandatory labeling mark for children’s cosmetic products.
The NMPA issued Notice No. 143 on December 1, 2021. It requires a specific mark to be applied to all children’s cosmetics marketed in China and was released in response to the requirements in Supervision and Administration Provisions on Children Cosmetics and Cosmetics Supervision and Administration Regulation.
Supervision and Administration Provisions on Children Cosmetics defines ‘children’s cosmetic products’ as products used by children under 12 years old with functions of cleaning, moisturizing, body powdering and UV protecting.
The new labeling mark for children’s cosmetics must be included on the TOP LEFT of the display surface. It must be clear for observation and follow these minimum dimensions:

When the surface area of the main display panel is greater than 100 cm2, the width of the widest part of the mark for children’s cosmetics shall not be less than 2 cm.

When the surface area of the main display panel is less than or equal to 100 cm2, the width of the widest part of the mark for children’s cosmetics shall not be less than 1 cm.

Notifiers and registrants of children’s cosmetic products must follow the labelling requirements in this regulation from May 1, 2022. If a children’s cosmetic product was notified or registered before May 1, 2022, the notifier or registrant must update the product label according to this new requirement before May 1, 2023.
